Chapter 7: The Brother Who Came Back

Claire's fingers slipped.
Ryan reached upward with his free hand and caught the edge of the concrete floor.
Together, Claire and Emma pulled.
Captain Brooks, despite his wounded shoulder, grabbed Ryan's jacket.
With one final heave...
Ryan rolled onto solid ground.
The instant he caught his breath, the platform behind them collapsed into the darkness.
A roar of twisted steel echoed through the underground port.
Jason was gone.
No one spoke.

Then Lucas threw himself into Ryan's arms.
"Dad!"

"If I let you die," Claire said, "I'd never know the truth."
Ryan lowered his head.
For the first time since Claire had met him...
He looked ashamed.
The group emerged from the emergency tunnel onto a deserted section of the harbor.
The night air felt strangely peaceful after the chaos underground.
Far behind them, the hidden warehouse exploded.
A pillar of fire rose into the sky.
One explosion.
Then another.
Within minutes, the entire underground complex began collapsing into itself.
Every record...
Every container...

Buried beneath thousands of tons of concrete.
Victor had erased Black Tide's headquarters.
Fire trucks screamed toward the harbor from every direction.
Police sirens followed.
Ryan looked around.
"We need to leave."
Claire laughed bitterly.

"If the police find us together..."
"You'll tell them I kidnapped you."
Ryan didn't deny it.
Emma stepped between them.
"We're calling the police."
Ryan shook his head.
"They're already compromised."
Captain Brooks nodded grimly.
"He's telling the truth."
Claire stared at Brooks.
"You knew?"
"I suspected."
"You still worked for Victor."
"I worked close enough to watch him."
Claire's anger returned.
"And how many people died while you watched?"
Brooks had no answer.
Lucas quietly tugged Ryan's sleeve.
"Dad..."
Ryan knelt beside him.
"What is it?"
The boy looked toward Claire.
"She's the lady from your picture."
Claire blinked.
"What picture?"
Lucas looked confused.
"The one you keep in your office."
Ryan's face instantly changed.
"Lucas."
"Don't."
The boy fell silent.
Claire's heart skipped.
Ryan had kept her photograph?
After trying to kill her?
Nothing made sense anymore.
Headlights suddenly flooded the dock.
Three black SUVs sped toward them.
Ryan swore under his breath.
"They're early."
Claire took a step back.
"Victor?"
Ryan slowly shook his head.
"Worse."
The SUVs stopped.
Eight armed men climbed out.
None of them wore masks.
All wore identical silver pins shaped like a wave.
Ryan's expression hardened.
"The Council."
Captain Brooks whispered,
"They've come personally..."
Claire frowned.
"The Council?"
Ryan looked at her.
"You thought Black Tide was an organization."
"It isn't."
"It's a business."
"The Council owns it."
One of the men stepped forward.
He appeared to be in his late sixties.
Perfectly tailored gray suit.
Silver hair.
Walking cane.
Kind eyes.
Everything about him suggested a retired grandfather.
Until he smiled.
"My name is Charles Whitmore."
His voice was gentle.
"So..."
"You're Claire."
Claire remained silent.
Charles nodded politely.
"I've heard wonderful things about you."
Ryan moved slightly in front of Claire.
Charles noticed.
"You've become sentimental."
Ryan answered,
"Leave her out of this."
Charles sighed.
"You know the rules."
"There are no exceptions."
Emma whispered,
"Should we run?"
Captain Brooks quietly replied,
"We won't make ten steps."
Claire counted.
Eight gunmen.
Open dock.
No cover.
Brooks was injured.
Lucas was terrified.
Running meant dying.
Charles tapped his cane once against the pavement.
"I'll make this simple."
He looked directly at Ryan.
"You failed."
"You exposed Black Tide."
"You lost the underground port."
Ryan said nothing.
Charles continued.
"The punishment is death."
Lucas clutched Ryan's hand tighter.
"Dad..."
Charles looked at the boy.
"And witnesses..."
He didn't finish the sentence.
He didn't need to.
Claire instantly understood.
Lucas wasn't safe either.
Ryan slowly removed his pistol.
Claire stiffened.
Was he surrendering?
Instead...
Ryan turned the weapon around.
Holding it by the barrel.
He dropped it at Charles's feet.
"I'll come."
Charles smiled.
"Wise decision."
"But..."
Ryan looked toward Lucas.
"The boy leaves."
Charles's smile disappeared.
"No."
Ryan's jaw tightened.
"He's innocent."
"So were many others."
Ryan closed his eyes.
For the first time, Claire saw genuine regret wash over his face.
Perhaps he was remembering every family Black Tide had destroyed.
Every child left without parents.
Now...
It had reached his own son.
Charles raised one hand.
The gunmen lifted their rifles.
Claire instinctively stepped in front of Lucas.
Emma did the same.
Brooks stood beside them despite his injury.
Charles chuckled softly.
"How touching."
Then...
A single gunshot echoed across the harbor.
Everyone froze.
One of Charles's bodyguards collapsed.
A perfect shot through the forehead.
Another shot.
A second guard fell.
Chaos erupted.
"Sniper!"
The gunmen scattered behind vehicles.
Charles ducked behind his SUV.
Ryan immediately grabbed Lucas.
"Move!"
More shots rang out.
Precise.
Disciplined.
Every bullet found its target.
Claire looked toward the rooftops surrounding the harbor.
She couldn't see the shooter.
Only brief flashes from a distant building.
Whoever it was...
They weren't trying to kill everyone.
They were carefully eliminating Charles's men.
Within seconds...
Five guards were down.
Three remained.
Charles shouted,
"Find the sniper!"
No one moved.
No one even knew where to look.
Ryan grabbed Claire's wrist.
"This way!"
She pulled free.
"I'm not following you again."
"You'll die if you stay."

A voice crackled through a nearby portable radio that one of the fallen guards had dropped.
It wasn't Charles.
It wasn't Victor.
It was a woman's voice.
Calm.
Confident.
Almost amused.
"Claire..."
She froze.
The voice continued.
"If you enjoy living..."
"Get to Pier Seventeen."
"You have exactly four minutes."
The transmission ended.
Claire stared at the radio.
She knew that voice.
Not because she'd heard it often.
Because she'd heard it only once.
Ten years ago.
At her father's funeral.
A woman wearing a black veil had knelt beside her and whispered:
"One day... you'll learn who your father really was."
Claire had never seen her again.
She looked toward Pier Seventeen.
A small speedboat waited in the darkness.
