CHAPTER 13 The Betrayal at the Top

The underground laboratory fell into absolute silence.

More than twenty faces stared back from the massive projection screen.

Judges.

Politicians.

Corporate executives.

Military officials.

And at the center...

FBI Deputy Director Thomas Granger.

The man who had signed Rebecca Sloan's promotion papers.

The man who had personally approved the task force investigating Project Bell.

Rebecca's voice was barely audible.

"Why?"

Granger smiled with genuine disappointment, as though she had asked a childish question.

"Because the world isn't built on ideals, Rebecca."

"It's built on advantages."

He leaned forward.

"Project Bell is the greatest intelligence program ever created."

"You call kidnapping children intelligence?"

"I call it investment."


Rebecca Makes a Choice

Every agent in the room looked toward Rebecca.

If the Deputy Director himself was involved...

Who could they trust?

Rebecca slowly reached up.

Removed the small gold FBI badge pinned to her jacket.

She looked at it for several seconds.

Then placed it carefully on the floor.

"My oath wasn't to you."

"It was to the Constitution."

Granger's smile disappeared.

"I was hoping you'd say that."

He snapped his fingers.

Several of the video windows went dark.

Replaced by satellite feeds.

Armored vehicles.

Black helicopters.

Troops.

Mason frowned.

"What are those?"

Granger answered calmly.

"Federal Tactical Response Units."

"They're surrounding the orphanage."

Rebecca's blood ran cold.

"They're your people."

"No."

"They're the people who still follow orders."


Escape Route

The laboratory alarms suddenly changed tone.

A computerized voice echoed through the complex.

"Emergency evacuation route activated."

One wall slid open.

Behind it stretched a narrow service tunnel.

Walter's voice returned over the speakers.

"Emily."

"This tunnel leads outside."

"You have exactly six minutes."

Rebecca frowned.

"Why would he help us?"

Mason answered quietly.

"He isn't."

"It's another game."


The Notebook

As agents prepared to move, Louisa tugged at my hand.

"Mommy."

"What is it?"

She pointed toward an old wooden desk in the corner.

"There."

Sitting beneath years of dust...

was a leather notebook.

Different from Victor's.

Older.

Rebecca opened it.

The first page read:

Richard Hale

Private Journal.

Every page documented Project Bell from the beginning.

The experiments.

The investors.

The names.

The payments.

But one page was marked with red ink.

Rebecca stopped reading.

Her face changed.

"What?"

I asked.

She slowly turned the notebook around.

A family tree had been sketched by hand.

At the top:

Richard Hale

Below him:

Dr. Evelyn Hale

Then...

Emily

And beneath my name...

Louisa

Nothing unusual.

Until Rebecca pointed toward another branch.

A second child.

A boy.

Same parents.

Same birth records.

Status:

Transferred

I stared at the page.

"I had..."

"...a brother?"


Twenty Years Earlier

Richard Hale had written one sentence beside the drawing.

Subject Zero produced twins.

Twins.

The room spun around me.

"No..."

Rebecca checked my adoption records again.

Only one child had been listed.

Me.

Mason looked sick.

"They separated them."

Richard's journal continued.

Female infant escaped with Dr. Evelyn Hale.

Male infant retained for continued observation.

My knees buckled.

Somewhere...

For twenty years...

My twin brother had been raised inside Project Bell.


Walter Appears

A slow clap echoed through the laboratory.

Everyone spun around.

Walter stepped from the shadows.

No disguise.

No mask.

No weapon.

Just a tired old man.

He looked older than before.

Almost defeated.

Rebecca immediately raised her pistol.

"Don't move."

Walter ignored her.

Instead...

He looked directly at me.

"You have your mother's eyes."

I couldn't speak.

"You destroyed my family."

Walter shook his head.

"No."

"Richard Hale did."

Silence.

"For years I believed his dream."

"I believed exceptional memory would save humanity."

He laughed bitterly.

"Then the investors arrived."

"They stopped caring about science."

"They cared about profit."

Rebecca narrowed her eyes.

"So now you're pretending to be the hero?"

Walter smiled sadly.

"No."

"I'm the villain."

"I've earned that."

He reached into his coat.

Every weapon in the room pointed at him.

Instead of a gun...

He removed an old photograph.

He handed it to me.

Two infants.

Wrapped in blue blankets.

One had a tiny silver bell tied around her wrist.

The other...

Had none.

Walter whispered,

"Your brother's name..."

"...is Noah."


Incoming

A violent explosion shook the orphanage.

Concrete rained from the ceiling.

Rebecca checked her watch.

"They're here."

Through security cameras, they watched armored federal units entering the building above.

These weren't FBI agents.

They wore no agency markings.

No names.

No insignias.

Only black tactical armor.

Granger's voice returned over the speakers.

"Emily."

"You have something we need."

Walter looked toward the ceiling.

"They're not coming to arrest anyone."

"They're coming to erase everything."


Walter's Sacrifice

Walter suddenly pulled a small remote control from his pocket.

Rebecca aimed at his chest.

"Don't."

He smiled.

"I built this place."

"I also built its failsafe."

He pressed the button.

Deep beneath the laboratory...

Massive generators began humming.

Emergency lights flashed.

A computerized voice announced:

SELF-DESTRUCT SEQUENCE INITIATED

TEN MINUTES REMAINING

Granger stood up from his chair on the video screen.

"Walter!"

"You fool!"

Walter looked directly into the camera.

"No."

"I'm finally cleaning up my own mess."

The transmission cut off.


The Final Revelation

Walter turned back toward me.

"You asked why Louisa."

I nodded.

He smiled sadly.

"Because she isn't the only child."

"What?"

He looked toward Richard Hale's journal.

Rebecca flipped to the final page.

A handwritten list.

Only twelve names.

Each marked with today's date.

At the top...

Louisa Carter

Second...

A name I'd never seen before.

Third...

Fourth...

Twelve children in total.

All descendants of the original Project Bell subjects.

Walter whispered,

"Phase Two begins tomorrow."

My heart pounded.

"What is Phase Two?"

Walter's expression became haunted.

"They're going to take every Bell child..."

"...at the same time."

Then, from somewhere deep inside the collapsing underground facility...

A child's voice echoed through the darkness.

Soft.

Weak.

Barely audible.

"Help..."

Everyone froze.

Louisa looked toward the sound.

Then quietly said,

"Mommy..."

"I know that voice."

Rebecca stared at her.

"Who is it?"

Louisa answered with chilling certainty.
