Chapter 13 - THE HOA THAT NEVER EXISTEDWillowmere Lane had been evacuated by dawn.

Nobody knew why.

Residents were told a gas leak had been discovered.

But beneath the houses, doors were unlocking.

Servers came online.

Lights flickered through tunnels.

Nathan, Mara, Lucas and Evelyn descended beneath the neighborhood.

Karen followed.

She carried the old black binder she had used for her fake HOA.

Nathan looked at it.

“You kept all of this?”

Karen nodded.

“I thought I was collecting fines.”

“You were collecting access records.”

She opened the binder.

Every violation corresponded to a property code.

Every complaint corresponded to a tunnel activation.

Every “inspection” corresponded to a security check.

Karen covered her mouth.

“I was helping them.”

“You were being used,” Mara said.

They reached the central chamber.

It was enormous.

A circular room under Willowmere Lane.

Screens covered the walls.

Maps.

Names.

Bank accounts.

Federal operations.

Emergency response routes.

Political figures.

Judges.

Police chiefs.

Congressional staff.

Journalists.

Almost everyone who had ever crossed Harbor Nine.

Nathan stared.

“This is bigger than an emergency network.”

Lucas nodded.

“It controls information.”

Evelyn pointed at one screen.

“They didn't need to control everyone.”

She pointed toward another.

“They only needed to control the people who could expose them.”

Nathan noticed one name.

MARA HAIL.

He stared.

“What is this?”

Mara looked.

Her file contained hundreds of pages.

Recruitment history.

Psychological profile.

Mission failures.

Mission successes.

And one line marked in red:

PRIMARY USE: PROTECT NATHAN HAIL UNTIL ACTIVATION.

Nathan turned toward her.

“Activation?”

Mara looked shocked.

“I don't know.”

Lucas stepped closer.

“Maybe you do.”

Mara's face changed.

A memory surfaced.

Fourteen years old.

Standing beside Nathan after the fire.

Gabriel Shaw kneeling beside her.

He pressed a tiny device into her hand.

“Stay close to him.”

Mara remembered.

Then another memory.

Shaw speaking.

“When the time comes, you'll know.”

Mara looked at Nathan.

“I wasn't assigned to protect you.”

Nathan waited.

“I was assigned to activate you.”

“Activate what?”

The central computer spoke.

SUBJECT HAIL IDENTIFIED.

Everyone froze.

The screen changed.

ACTIVATION PROTOCOL AVAILABLE.

Mara backed away.

“No.”

A countdown appeared.

10:00

Karen whispered,

“What happens at zero?”

Lucas looked at the screen.

“Whatever they programmed her to do.”

Nathan grabbed Mara's hand.

“You're not alone.”

She looked at him.

“I don't know what I'm capable of.”

Nathan shook his head.

“Then we find out together.”

The countdown continued.

9:12.

8:49.

8:21.

Then every screen in the chamber changed.

Helena Ward appeared.

She looked directly into the camera.

“Nathan.”

He stepped closer.

Ward smiled.

“You've finally found the heart.”

Lucas raised his weapon.

“Where are you?”

Ward ignored him.

“Nathan, your father didn't build Harbor Nine.”

Nathan frowned.

“He inherited it.”

Ward's smile widened.

“He was afraid of what it could become.”

“Then why did he stay?”

“Because he believed someone would eventually use it for good.”

Nathan stared.

“Who?”

Ward answered:

“You.”

The countdown hit 5:00.

Ward's voice became softer.

“Your father left you one final gift.”

“What?”

“The authority to control Harbor Nine.”

Nathan stared at the central console.

A biometric panel opened.

His name appeared.

COMMAND SUCCESSOR: NATHAN HAIL.

Lucas whispered,

“Dad made you the heir.”

Mara looked at him.

“Then why is the activation tied to me?”

Ward smiled.

“Because Nathan never knew how to turn it on.”

The countdown hit 3:00.

Then the main chamber doors opened.

Federal agents flooded inside.
