By sunrise, twenty-seven officers had been arrested.
Three judges resigned.
Two county commissioners fled.
Bank accounts were frozen.
Raven Holdings collapsed.
Northstar denied everything.
The FBI announced an internal investigation.
Congress demanded hearings.
News channels ran the footage every fifteen minutes.
Quill's roadside stops.
The stolen cash.
The hidden lists.
The basement.
The old photographs.
The gun pointed at Delaney's chest.
America watched the corruption unravel in pieces.
But Delaney knew the truth.
They hadn't destroyed the machine.
They had only exposed part of it.
She found Mason at a motel two counties away.
He was bleeding.
Tyler was with him.
Ronan entered behind her.
Nobody spoke.
Finally Mason said:
“The archive you released was bait.”
“Who changed it?”
“Your father.”
Delaney's face hardened.
“Where is he?”
“Dead.”
She froze.
“You saw him?”
Mason nodded.
“He stayed behind.”
“Quill killed him?”
“No.”
“Then who?”
Mason hesitated.
“Your mother.”
Delaney stared.
“That isn't possible.”
Mason looked at Tyler.
“Tell her.”
Tyler stepped forward.
“My mother wasn't working for Northstar.”
“She was running it.”
Delaney sat down.
“Vanessa?”
Tyler shook his head.
“Not Vanessa.”
“Then who?”
Tyler looked at Ronan.
“The fourth founder.”
Ronan whispered:
“Who?”
Tyler reached into his pocket.
Pulled out the silver pendant.
Delaney stared.
It was identical to hers.
“My mother gave me this before they came.”
Delaney took it.
Inside was another blood capsule.
But beneath it was a photograph.
Her mother.
Standing beside the three founders.
And a fourth person.
A woman.
Young.
Dark hair.
Gray coat.
Delaney looked up.
“Lena.”
Tyler nodded.
“She was the fourth.”
Everything aligned.
Lena had been there from the beginning.
She had manipulated Quill.
Manipulated Graham.
Manipulated Vanessa.
Manipulated Delaney.
Even the roadside stop had been part of the plan.
She needed Delaney to find the list.
Needed her to uncover the archive.
Needed the world to see enough corruption to destroy the old structure.
So she could replace it.
Mason opened a laptop.
A new bank transfer appeared.
Hundreds of millions.
Moving through shell companies.
Out of Northstar.
Into something new.
A corporation registered six hours earlier.
ECHO RESTRUCTURED.
Delaney stared.
“She planned this.”
Mason nodded.
“She wanted the old system dead.”
“Why?”
“So she could own what's left.”
Ronan suddenly picked up the phone.
“It isn't over.”
Delaney turned.
“What?”
He held up the screen.
A live video.
Lena stood in an empty courthouse.
Behind her were boxes of evidence.
Millions of dollars.
She looked directly into the camera.
“Delaney.”
The room went silent.
“You thought you were exposing me.”
She smiled.
“You were helping me.”
Delaney stepped closer to the screen.
“Where's my father?”
“Gone.”
“My mother?”
Lena smiled.
“She was better at surviving than your father.”
Delaney froze.
“What does that mean?”
“She isn't dead.”
Silence.
Lena continued:
“And she wants to speak to you.”
The camera moved.
A woman appeared in a chair.
Older.
Gray hair.
Bruised.
Alive.
Delaney's breath vanished.
“Mom?”
The woman looked up.
Her eyes filled with tears.
“Delaney.”
Ronan covered his mouth.
Their mother whispered:
“Don't trust Lena.”
Lena stepped into frame.
“Too late.”
She smiled.
Then looked directly into the camera.
“Your father built the machine.”
“He thought it could protect this country.”
“Your mother tried to destroy it.”
“I learned how to control it.”
She leaned closer.
“And now you have the key.”
Delaney stared at the screen.
“What key?”
Lena smiled.
“The last one.”
“What is it?”
“Your brother.”
Ronan went pale.
Lena continued.
“Your father didn't teach him a password.”
“He taught him a location.”
“A location containing every secret the government buried for thirty years.”
Delaney looked at Ronan.
He shook his head.
“I don't know anything.”
“You do,” Lena said.
“You've known it since you were eleven.”
The screen flickered.
Then displayed a set of coordinates.
Delaney recognized them immediately.
Not Texas.
Not the ranch.
Not the courthouse.
The coordinates pointed to Washington, D.C.
Specifically...
the basement beneath the United States Capitol.
Lena smiled.
“See you soon.”
The transmission ended.
Nobody moved.
Outside, sirens began approaching.
Mason looked toward the window.
“They found us.”
Delaney stood.
Ronan looked at her.
“What do we do?”
She picked up her father's old badge.
The same badge she had kept locked away since his death.
She looked at the worn metal.
Then at the coordinates.
“We finish what they started.”
Mason shook his head.
“Delaney, that's suicide.”
She opened the door.
“No.”
She looked back.
“It was never about catching one corrupt cop.”
She stepped into the morning light.
“It was about finding out who gave him permission.”
Behind her, Ronan followed.
Tyler followed him.
Mason grabbed his weapon.
The four of them disappeared into the traffic.
Above them, helicopters moved across the sky.
Across the country, millions of people were still watching the leaked files.
But somewhere beneath Washington, D.C., a sealed door had just unlocked.
A red light turned green.
A camera activated.
And on an old monitor, a file appeared.
PROJECT ECHO: FINAL SUBJECT

Then another line.
